Michelle Oxford, MBA, FACHE

Chief Executive Officer

Michelle Oxford joined Bakersfield Heart Hospital in 2012 as Vice President of Business Development and was appointed President and Chief Executive Officer in 2015. In her tenure Michelle has been responsible for bringing additional service lines to Bakersfield Heart including the Women’s Heart Center, the Center for Wound Healing, the Total Joint Program and Cardiac Rehabilitation. Michelle maintains overall responsibility for the strategic direction of the hospital and the day-to-day operations to ensure that quality patient care is provided while maintaining financial integrity. She is focused on cultivating staff and physician partnerships and leads by example. Michelle holds a Bachelors of Arts degree from California State University Bakersfield, an MBA from Western Governors University and is a Fellow of the American College of Healthcare Executives.

Rajiv Gupta, MBA

Chief Financial Officer

Rajiv Gupta is the Chief Financial Officer for Bakersfield Heart Hospital providing leadership and direction for finance, accounting, patient access, HIM, revenue cycle, supply chain, and data analytics functions for the hospital. Rajiv is a seasoned Healthcare Finance Executive with over 24 years of financial and operational management experience in investor-owned hospital companies, private equity backed healthcare companies, and publicly traded consulting \ advisory firms. Rajiv has extensive strategic planning, financial analysis, data analytics, and M&A transaction experience. Rajiv’s healthcare sector experience includes hospitals (acute & specialty), physician practices, renal care, home health, hospice, payers, healthcare IT, and healthcare real estate. Rajiv earned an M.B.A. in Finance and Operations from Vanderbilt University and a B.B.A. from Birla Institute of Technology & Science (BITS), Pilani, India.

Carol Ann Stiltner, MSN, BSN, RN

Chief Nurse Executive

Carol Ann Stiltner is the Chief Nurse Executive (CNE) for Bakersfield Heart Hospital. In this role, she provides leadership and direction for the nursing staff and is responsible for planning, organizing, directing and controlling all functions of nursing, care coordination, pharmacy, Education, Wound Care, and support services, as well as overseeing emergency medicine. She is accountable for ensuring high-quality, safe and appropriate nursing care, competency of clinical staff and effective resource management. Carol is a highly accomplished nursing leader with vast experience in quality management, service excellence, patient throughput, staff recruitment and retention, and regulatory affairs.
